Automation Training Community of Practice (ATCOP) – Developed by Luta Pleiss (NED) and Kelly Clark (MIED)
With ever-changing technology demands and major projects, such as NextGen and Office 365 coming down the pike, courts must create training at a fast pace to meet the need. The Automation Training Community of Practice (ATCoP) is an online community of court staff from all areas of the Judiciary who share resources, handouts, and training materials for a wide variety of information technology (IT) topics.

The ATCoP Community transcends geographical restrictions by enabling flexible communication and collaboration. It fosters development of ideas, as well as sharing common methods and beliefs regarding best practices. New technology and services become available at a quicker rate by using the ATCoP site as a resource to facilitate “just in time” training delivery options.

Our membership covers a wide range of positions across the Judiciary such as: court trainers, circuit court staff, librarians, judges, clerk's office staff, IT staff, probation and pretrial officers and staff, and federal public defenders.

Case Management Assist – Oklahoma Western
Case Management Assist is used to organize, prioritize, and complete work assignments; to assign, reassign, and distribute work; to record attorney filing errors; and to analyze office productivity.  The Info Share will focus on recent changes to CMA including reassignment from the CIP; Mass Editing; temporary assignment of pooled work; Dynamic Case Assignment; Redesign of the Work Reassignment Screen; Private Notes, and a look forward to importing eOrders.

CourtSpeak – North Carolina Eastern  
North Carolina Eastern Bankruptcy's digital audio program, CourtSpeak, is the AO-approved software program for automatically docketing courtroom audio recordings to PACER.  CourtSpeak software is the optimum solution for district courts because it allows batch processing and upload of all the days audio files vs manually docketing one hearing at a time.  It is compatible with FTR, VoiceIQ, DCR-Liberty, and CourtSmart.  Approval by at least one judge in your current district is required before implementing the CourtSpeak program and additional information may be found at http://cs.nceb.circ4.dcn. ePOC (Electronic Proof of Claims) – North Carolina Middle Bankruptcy
An electronic method for non-attorneys to file claims on-line and without a CM/ECF login.

JAVA ADI Model – Minnesota Bankruptcy
Java ADI Model is a new way to develop ADIs.  It tackles ADI development in a way that is different from the traditional ADI development by taking advantage of Java’s vast capabilities. The model provides numerous advantages to ADI creation, such as development and testing in the Windows environment, integrating all ADIs in one program, and debugging the source code with the IDE Eclipse. In addition, this model inspires collaboration and sharing through a common repository (AO GitLab) where developers are able to easily contribute to the source code. Currently, there are three ADIs available; Upload List of Creditors, Notice of Assets and Notice to Creditors, and Chapter 13 Plan Embedded Requests. We are looking forward to more ADI contributions from the community.

Judiciary Financial System (JFinSys) - Accounting for Bankruptcy Courts – Virginia Eastern
The Judiciary Financial System (JFinSys) is the successor to the Financial System (FinSys)--both of which were developed and are maintained and supported by the Virginia Eastern Bankruptcy Court (VA-EB) through its JFinSys Development and Deployment Team. JFinSys, which is a financial system addressing accounting requirements for bankruptcy courts, processes and maintains funds that are received via cash register applications, CM/ECF (Current and NextGen), and Pay.gov. JFinSys is used by bankruptcy courts to record, track, and manage transactions associated with bankruptcy cases.  Funds are disbursed in accordance with Judiciary policy. VA-EB and the AO are incorporating JFinSys into the Judiciary Integrated Financial System as the Bankruptcy Court Debt Management Module.

Judiciary Inventory Control System (JICS) and the Judiciary Excess Disposal System (JEDS) – New York Northern District
Judiciary Inventory Control System (JICS)

JICS is an automated inventory program that is tied to the financial system (JIFMS). JICS has been designed to provide any court unit with an easy to use, customizable, automated tool for maintaining personal property while incurring very little overhead costs. Some of the features include:

     - user accounts for Custodial and Disposal Officers with built in separation of duties
     - an indirect link to the JIFMS database for automatically importing items

Judiciary Excess Disposal System (JEDS)
JEDS automates the process of disposing excess equipment without using GSAXcess. JEDS has been designed to provide any court unit with an easy-to-use automated tool for disposing court assets. A JICS disposal user can quickly export items on their disposal list and make them available to others. Members of the Judiciary, as well as federal, state, and local agencies can easily view and request items. Once uploaded to JEDS, items are available for a specific time frame before they are automatically removed. This program has been designed with the requirements for disposing court assets in accordance with the Guide.

Procurement Tracking Application (POP) – Pennsylvania Middle
POP is a simple web based procurement tracking application.  It allows for easy retrieval of all procurement documents.  It can alert contracting officers or other parties via email when a request is entered or modified.  It logs all notes and steps of the procurement process.

QuEST (Quality Electronic System Tracking) a program that extracts data from CM/ECF for DQ purposes – Ohio Northern District
Is your court looking for a way to:  Access reports that will evaluate the performance for data quality?  Track performance over time?  Identify areas of additional training?  If you answered yes to any of these, QuEST (Quality Electronic System Tracking) is what you need!

Demo: The Northern District of Ohio has developed a data quality program we call QuEST (Quality Electronic System Tracking).  QuEST is a customizable, web-based data quality and reporting system that can be used by courts of any size. Deputy clerks perform a first level review of selected docket entries imported into QuEST from CM/ECF made by court staff and attorneys.  Filings are then reviewed by a Data Quality Analyst (DQA) on a second level check.  Through QuEST, the DQA has the ability to review random samples of entries submitted by first level data quality and allows findings to be documented.  QuEST gives you the ability to use the data submitted to run reports for individual employees, employee groups (data quality clerks, courtroom deputies, court reporters), by divisional office, and for the entire district.  These reports aid in the measuring of performance, as set forth in our Performance Standards.  

Attached Document: In conjunction with QuEST the Northern District of Ohio has developed Data Quality Standards which is a document that contains standards for maintaining quality docket sheets.  It spells out expectations for data quality by outlining policy regarding correct docket entries and requirements, and sets the rankings for each issue by level of importance. The Performance Standards contain the desired level of accuracy, and QuEST is utilized to report those accuracy levels.  By having this as a tool to measure and track the work of our deputy clerks, our accuracy levels have continued to increase from quarter to quarter. We are now able to evaluate performance for data quality, identify areas of training, and ensure the accuracy of our dockets.

City Tips

  • New Yorkers don't cross streets according to the crosswalk sign, so if you are going to do so, move your group to the side to let them pass.
  • Don't walk more than two abreast on the sidewalks.
  • When trying to figure out directions on your phone, MOVE OVER!
  • Be confident when hailing a taxi. Step out as far as possible and put you hand up very matter-of-factly like you know what you are doing. Only hail the ones that have their lights on (and not the "Off Duty" light). They turn off their lights when they have passengers. When you get in the taxi, tell them the cross streets of where you are going, not the exact address. They will let you out somewhere close. Never get in an unmarked car (usually dark sedan). They will overcharge you and are not licensed for cab fare. If they pull over, shake your head “no.” Be aware that taking a taxi may take you longer than taking the subway, because of traffic.
  • Eat street vendor food. But ask first about prices and check what you are being charged.
  • Wear comfortable shoes or add Dr. Scholl's gel pads.Take Band-Aids and Neosporin in you purse. Your feet are not accustomed to the amount of walking required in this city. Don't wear new shoes. Duane Reade is the local drugstore if you need items for hurting feet.
  • Tip 20% in restaurants and taxis. Tip $1 per bag at hotels.
  • Don't be afraid of the subway. Study the maps ahead of time, but don't expect to fully understand it. Use Google maps or a subway app to figure out which train to take. Remember there is no internet service once you descend. Ask a New Yorker if you are confused (they are the ones who don't look confused and reading a book or newspaper). Buy a Metro Card as soon as you enter the station. For groups, buy 1 card per 4 people, as you cannot swipe the same card more than 4 times per entry. When purchasing, the automated machine will instruct you to "dip" your card, which means swipe. Don't stand in front of the doors of an approaching train. Let people off first. There is time.
